Well, I'm not a professional, but I think it 
looks real to me.  Has the sequence #.  What 
might have happened, and I'm not sure how often 
this occurs, but I recieved a cel once (AIC 
stamped) where the upper part of the cel had been 
cut off at some point (the part with the stamp 
and the holes) and then taped back on.  Maybe 
this one had it cut off as well for some reason.
