I have on several instances found that a cel I have bought 
(usually a multi-layered) does not match any specific place 
in the anime. Upon close inspection I realized that what was
happening was that the layers were being put together from different 
parts of the sequence. This practice seems to be /very/ common 
as I have found it rare to get the multi-layers multi-character cel 
where they're all from exactly the same frame.
You didn't describe the exact situation, but might that be the case?
Elements from different times put together?
And my opinion of the value of it is based around there being two 
types of reasons to buy cels: one is to have a beautiful authentic picture 
of a character from your favorite series and the other is to have a representation 
of one of your favorite moments in a show. Most of the closeups and face shots I get 
are because of the artistic quality of them, and it's more or less irrelevant where 
it comes for in the show. The action shots I get because it's a funny time in 
the show usually, or something particularly interesting (such as the cel I have 
of Washuu as an adult and the end of 'Hello Baby'. It's not a great cel, but it's 
from a hilarious scene!
