I'm not sure I fully understand how your cel was cut.  However,
I have gotten cels where the image takes up almost all the room
on a 'standard' size cel and then there is a cel strip with 
registration holes taped on.  Some of these have come with pencil
sketches, so I know that the sequence number is right because
it matches the one on the cel.  With the other ones, I've never
doubted too much, mostly because I've seen the cels when watching
the series, and they look about the same centering (it's always
difficult because so much of a cel doesn't make it's way to the
string... especially in some of the long pan shots.)  I think I'm
more disturbed by the cels that were _obviously_ cut, most likely 
to fit a frame or something, that I was never told about.  I 
wouldn't worry too much about it (as long as you're sure it's real,
and since you bought from a respectible dealer, you can be pretty
sure.)  After all, I have plenty of cels which I think are absolutely
beautiful, and outshine a lot of the key (A1, End etc...) cels.
