The value of a cel mostly depends on how much you like it
(unless you're planning to resell it in the near future,
I guess).  I started collecting Utena cels a while back,
and nice ones are horribly impossible to find.  I didn't
care for this one because his eyes are closed, and 
personally wouldn't pay over $75, but that's just me...

If you've been looking for a Touga cel, and really, really
like this one, then go for it.  =)
