What do you mean by limited multimedia computer talents?  You said
you have scanned them in so you must have known how to use some sort
of graphics manipulator/scanning package right?  If not, I tend to
use Photoshop, but just because it's on my school computers.  I like 
it ^_^

Do you mean HTML?  
There are plenty of "beginners" sites on the web that can be very 
useful.  I'm sorry, I don't know about actual HTML editors.

You should be able to use your own pictures for graphics (though I 
suggest toning down the color in the cel or the text on your page
might be hard to read.  

As for a small "DEA" (Don't Even Ask) symbol, you can do that pretty
simply in photoshop (as well as putting a screen or adjusting the 
contrast on the images you want to use as backgrounds)

The text is probably easiest to just put in your HTML code.  I'm a fan 
of nested tables, but whatever you like, it's your webpage ^_^ (after all, 
my webpage must be annoying to many of you out there...)
