A story to hopefully help:

About 6 months ago, I purchased a set of anime tapes
from a guy who had "perfect feedback" at the time (around
30 or so).  2 months later, my check had long been cashed,
and I hadn't received the tapes.  He wouldn't reply to any
email.  I tracked down his home number, using an online
phone directory and his address (he'd received about $75
and I was mad) and called him. He gave me a line about
"personal problems" and promised to send the tapes.

To make a long story short, another month and a half passed
with no tapes.  His feedback went from 30 to 19 from
all of the people who he'd done the same thing to.  We
began writing each other as a group and all took a course
of action: fraud claims with the USPS (since it did fall
under "mail fraud" as well as internet fraud), fraud claims
with the National Fraud Organization, and some of the angry
people (myself not included) actually called him at work (he put his work number in for HIS eBay info).

You would be surprised how effective a fraud charge can
be.  I believe the maximum penalty is something like up
to a year in jail and $5000.  Plus, (big mistake on his part) he used his work as his contact source (email and
 telephone info on eBay), therefore legally bringing them
 into the problem. Idiot.

Darnit, I said I was cutting the long story short!  Eek! =)

ANYWAY, about 4 months and 14 USPS fraud claims later 
(combined between all of us), my tapes arrived in the mail.

I hope my story has helped somewhat other than making my
fingers go numb.  =)
