  The Mandarake stores I have been to in Japan sell mostly
(as Fred said) USED manga, artbooks, doujinshi, CDs, posters,
toys (UFO Dolls, UFO Catcher items, dolls, trinkets, etc.),
and more. The stores in Japan do carry some cels but 
Mandarake is not a specialized cel shop so the choice is
very limited and the quality is not that good. I guess you
can call them "bargain bin" cels. However, at one store in
Tokyo, there is a very nice gallery that has some VERY
expensive cels for sale.
  Maybe if there are many requests for cels then the
Mandarake in LA will carry some.
