Actually, that's not entirely true. eBay only suspends you after 3 complaints that you haven't paid - the first 2 times are warnings. 

Even disputing it doesn't work, though. I have only backed out (ie: not paid) on one auction because the seller refused to answer every email I sent after the end of the auction (of course, I got a message of where to send payment....) The b$*^h actually had the nerve to give me negative feedback and report it to ebay - I explained to eBay what happened, but they're even more cold harted. As long as they make money off other people's auctions, they don't care.
