    Well, I used a spray fixative for some charcoal drawings 
that I did in my architecture class, but I don't think you 
would even want to consider using it for a cel drawing.  Cel
drawings last fairly well...  I have a nice pencil drawing 
from Sleeping Beauty of Princess Aurora (Disney) that doesn't
show any signs of fading (so it's from the late 1950's or so).
    Spray fixative is awful stuff (at least what I used).  It 
smells a lot and it seems to take a long time for the smell 
to go away.  It also can make the drawings sticky.  This in 
turn can have horrible effects.  I only used it for charcoal
drawings that have no real value...  after all, charcoal rubs 
off so easily.  
    But as long as you keep your anime cel pencil drawings 
stored relatively safely, there should be no problem.  Keep 
it out of direct sunlight and away from flourescent lights.
(Also remember that UV rays don't travel in a straight path.  
They bounce around a bit in the atmosphere.  The way I've 
heard it is:  If you can see the blue sky, then there's a bit
of UV rays reaching you.  The more blue sky you can see, the 
move UV light.  So if your cel can see the blue sky (my 
explaination sounds a little silly, ne?) , then you're 
exposing it to UV rays, which will fade it over time, although 
slower than direct sunlight.)
   When framing cels, I still use regular plexiglass, but I 
think that's because I'm in an area sort of known for 
earthquakes ^_^.  Plexiglass is lighter and won't break in 
an earthquake, which could damage your cel.  I also make sure 
I hang my cels in a spot where sunlight can't reach it.
