I agree with what Sarah said in the previous messages that it will turn out to be unsatisfying
at the end buying cels you haven't watch the anime of.  If you are only buying it for the artworks
sake, then that's fine, but why buy cels when there are other forms of anime arts that look
better and are usually a lot cheaper than the cels?  Cels are for anime fans who have watched the series,
and owning a piece of it does a great comfort to us (at least that's what I thought), it means a whole lot 
different thing after you have watched it and loved it.  

I am not being judgemental, if in anyway I have made this impression, that is not my intention.  
I do get greedy sometimes, and stupid
sometimes (for missing out some oppotunity to buy awesome cels that I collect). Collecting cels builds character
I think, in a way you learn to be patient, tame your anger, anxiety, learn to share, and learn to be happy to see 
other people happy owning the cels that you desperately want.=)

I guess it depends on what's your goal for collecting cels.  I suggest figuring it out clearly and then go for it. =)
