The price drop in Fy cels is only for the OVA II cels.
There is definitely no price drop in any nice FY TV Series cels.  

Studiio Pierrot flooded the market with FY OVAII cels so the prices have dropped.

Sure you can get them cheaper, but for me, I would much rather have FY TV Series cels.  They mean more to a lot of fans.  They are much harder to get and much more expensive.
