   Unless you have had experience inking cels before, I 
wouldn't recommend attempting it yourself.  You need a 
steady hand, and you should know how to draw with ink.  It's 
really easy to mess up and ruin a cel.  There are 
professional cel restoration services, although it would 
probably cost you a lot more than what you paid for the cel 
itself.  Usually you have a cel restored only if it is very 
valuable--  such as Disney cels.  I think one of the best 
cel restoration services would be Vintage Ink and Paint-- 
they specialize in restoring Disney Animation cels.  But it 
isn't cheap.
   I would suggest just leaving the cels as is.  Instead of 
restoring a cel, I would just buy another one ^_^;
