I agree with Chad; if you've never done this before, don't
attempt it.  
Most if not all black outlines on cels these days are done 
by a copier machine anyway, so they were never hand-inked 
in the first place. 
If you really want to do this, practice on cheep cels or even
just on copier acetate, by copying a pencil sketch and then 
painting over the lines to see if you even have the talent.
