You have to remember than Shin KOR is only a movie, so
the amount of cels are far less when comparing to the entire
TV and OVA series.  Also, there are many collectors in 
Japan too, they might clean up many of them before 
getting to the domestic dealers.  Some dealers may still
have some Shin KOR cels left, such as Anime Wink and 
Nicibei.
I heard Media Blasters has gotten the rights to Ninja Mono,
but I don't think they have announced it offically, they
just mentioned it in the Anime Expo's panel.  In the
related news, Media Blasters will also release the 
remake of Jungle Taitei movie, and Fairy Princess Ren...etc.
