I live in Canada and I have never heard the term "silk
paper" either.  I have been trying to figure it out and I
finally got some cels that had the illusive "silk paper"
behind them.  I find it to be something that could only 
be described as across between tracing paper 'thin'
and wax paper (or bread wrap as some may call ~_^)
type of texture.  I will probably also use 'tracing paper'
behind all my unstuck cels.
