I thought your mini file folder box was a great idea.  It 
will hold a lot more cels than a regular portfolio, and you 
can take the cels out indivdually.  It also offers more 
protection.

The only thing I might suggest is adding an acid free  
board behind the cels so they don't "curl" when stored 
vertically.  I would take the board, cut 
it to size, and stick it in the clear cel envelopes, behind 
the cel. You might stick a sheet of "silk paper" or something 
inbetween if you're worried about it getting stuck.
