How about we stop wondering about the legality of
cel scans and the like and try to enjoy the hobby huh?

If someone took my scan, would it piss me off? YES!
But other than sending them an email with idle threats
and a promise to banish them to the pits of hell, there
isn't much we can do.

As for people who copy cels from others personal collection
and then sell them, I've got my hood on and my axe sharp.
Just bring the guilty to the gallows.

The bottom line?  Live with it and enjoy your collection.
I collect cels because I like the character.  I don't
collect because of its value, I don't collect because of
its rarity.  I enjoy what I have and so should everyone
else.

Cel collecting is one of the most UNIQUE damn hobbies in
the world and I'm happy as hell to be a part of it. :)
