YES!  You're right, whenever a cel that you want is claimed
before you get there, the only explaination is that the
government is behind it!  But that's not where it ends!
 No, the government is in turn being controled by a
syndicate of alien superbeings who's only purpose is to
make sure that anime cel collecters never get the cels
they want!  The fact is that the cels that you want never
existed in the first place.  These hyperintellegent beings 
from another world have cleverly hacked into every cel
selling webpage and organizations, inserting pictures and
prices for nonexistant cels and then when everone says
they want one, they can just say that it was bought already!
Try asking the dealers who bought it and they probably
won't tell you!  You know why?  Because it never existed!
I said that already didn't I?  I do tend to ramble.
