I've ordered from Cel Mart and I haven't had any problems with them. It's likely that the mail just got lost or there was some other mix up. Did the post office have a record of the mail being signed for? If so, then just send Cel Mart a photocopy of the receipt they signed for the mail and they'll probably be reasonable.
