No, they aren't impossible to get and it's not too un-common
to see some on various web site for sale.

Now the problem is that AIC sold promotional cels during
conventions. Those cels were never used in the anime and
were painted only to be sold a very cheap price. Naturaly,
most people who got such cels, are selling them at very
hight price saying that they are original one...
There is no easy way to make the differance between a
promotional and a production cel as AIC never released a
list of all such cels they created...

That's way you should be very careful when buying a
AMG cel especialy if it looks too good to be true...
(Naturaly if you are just interested in the picture itself,
those cels are very good but you shouldn't pay them the
price of a production one ).
