I found some info (I used your hint about the . )
about what how one production company probably plans to 
release their cels in the US eventually.  I won't say 
their name since I probably wasn't supposed to see the info 
in the first place.

Premiere: These Cels are original production cels usually 
used for posters or calanders or cover art of some sort. 
They are framed and matted. They are usually a larger size 
than the standard production cels and often have 
background art. Please contact us for the latest 
list of available cels.   Varies

Limited Edition: These Cels are Limited Edition, the number 
depends on the series. They are Framed and matted and come 
with a numbered seal to identify which number of the series 
it is. $200 and up

Cels with Background: These production cels come with their 
original background art. They are framed and matted $150

Standard Cels: These production cels come framed and 
matted.  $70

Bulk Cels: These production cels come two to a pack. They 
have no frames or matte. They are randomly chosen from your 
choice of series title. Call or email for current series 
availability.  $40
