If you stop to think about it for a moment- most people 
that would want an image of your cels already has one. 
Anyone that owns a video of the anime your cel was in has a
picture of it- they could do a screen capture especially
with stuff like the new video editing software.  It won't
be as high a quality as your scan, but I personally have 
taken images I like and cleaned them up in photoshop to use 
for wallpaper and stuff- granted these are images available 
in archives, not cels, but the idea is the same.  
Hmm...I bet I could be a good cel restorer...*muse*
