Well, that's a little different.  For one thing, if they do a screen capture and some editing they are actually putting some work into the matter.  Secondly, you're right, they will have a different image quality.  Third, they won't have all of the cel image, because that shows up on camera.  I don't think anyone cares if someone does/has that.  I would be pretty flattered (and a bit suprised) if someone actually happened to have a screen capture of the very frame my cel was in.  I would probably email them and ask them to use it in my cel gallery ^_^
