If you can communicate with some Japanese, go ahead and 
ask.  On the other hand, we're talking about the people who
don't know a single word of Japanese, keep bugging the 
Japanese sellers and want them to reply in English.  In 
many cases, the Japanese sellers already inform the foreign
buyers that they don't want to sell to foreigners, but
many foreign buyers just keep asking and begging, they just
make some Japanese sellers feel so annoying.  For example,
one Japanese seller told me that he was willing to do
his first transaction with a American buyer a few months
ago.  This seller can speak some English, and he requested 
the buyer to pay by bank wire transfer only, but this buyer 
insisted that he only able to send IPMO.  So the seller
told him if you couldn't use bank wiring, forget it.  Then
the buyer just kept bugging him with emails every single day
for a couple weeks.  That's simply annoying to the seller,
luckily, this buyer finally stopped his act.  After that,
the seller told me that it's a lot more convenient for him
to deal with domestic Japanese customers.
