Hayashi will sell to a few foreigners.  I know because I
buy from her.  I have been buying from her for a while but 
last I heard she does not want any more foreign buyers, but
will still sell to people she has already sold to.  If there
is a particular cel you want I can order it but you would 
have to pay for the shipping, IPMO cost, and $15 for the express mail to send the MO to Hayashi.  Cels are on lottery
before they are on her page and then it is first come first 
serve as far as I can tell.  My email should be back up
