I won an auction on ebay (fortunately, only a $19 cel) and
after 2 months, I get no email replies and still haven't gotten
the cel.  I filed neg feedback, but it looks as though the only
fraud charges ebay supports are $25 .  Is there any good way
to file a claim otherwise?  I paid with an international money
order (unfortunately, the seller lives in Canada, so I know the
PO will give me a hard time).  I know folks have mentioned filing
fraud charges on the forum before, but I don't think I've ever
seen anyone say HOW...
It's irritating that this person will get nothing but negative
feedback over this...
