b. Go to the fraud boards and list a formal complaint to
the National Fraud Organization:

Surprisingly, after complaining to these guys about my
disappearing seller, they ACTUALLY snail mailed me a
response letter from the my disappearing seller's
state's governor's office ONE YEAR after I sent the
complaint and fixed the situation myself =P! Not
exactly helpful, BUT they do direct your complaint to
the right authorities EVENTUALLY 8b!
c. After posting NEGATIVE feedback to the seller, you can
goto eBay's bulletin boards for help and support.
There are A LOT of disgruntled eBay buyers there that
will lend support and some MIGHT know something about
your evil seller:

This is the emergency contact board which many (but
NOT A LOT) disgruntled eBay buyers gather for support,
advice, and help from one another.
d. Try and find the other buyers from your seller's
auctions! If the seller is really trying to get away
with your money, it is more than likely he or she has
done it to a lot of other people as well! Search the
completed auctions for the other buyers and contact
them and ask if they have received their stuff or not!
You might be able to band together to track down the
thieving seller!
Whew! Well, that's what I have done or heard about in the
past to deal with such delinquent sellers! Good luck in
getting your money back, and remember, DON'T GIVE UP THE
HUNT!
