Ummm...well, I've never been to an all anime convention before (someday, when I have a real job!) However, I attend the Motor City Comicon (a comic book/anime/trading card show) twice a year. I would say that the anime dealers are more focused on goods, but most of them have a decent amount of cels for sale. They seem to be having more cels every year or else I'm just noticing the cels because that's what I collect now. I've found quite a few great cels at the shows(last year I had to pass up a Sailor Moon Moon Princess Halation bank cel for $75 as I'd spent all of my money before I'd found it:( The cel dealers I always buy from don't have a website so they always have a pretty decent selection of cels. In fact, they've had Battle Angel cels every show for the last three years. However, their prices are a little more and they don't deal exclusively in anime cels (of course, if you collect cels from other animated stuff, this is pretty cool). Most of the other booths that have cels are usually about the same when it comes to prices, fair to a little overpriced. All in all, I'm VERY happy with what I find there. Plus, if you see a cel, you can buy it right then and not have to wait for an email telling you if it's been sold. And sometimes you get really lucky and the dealer has no clue what they're selling. The first cel I ever bought was a GREAT Uranus cel that I found in a bargin bin for $15. Of course, that's another story...
