YES. Anime conventions are good places to buy cels because 
A) Buying and shopping for cels in person is SO much more fun
B) You can see what you're buying EXACTLY, you don't have to worry 
about whether or not it's a bad scan of a cel or how large exactly the 
cel or the painted area is
C) A lot of times dealers bring new cels to large conventions
BEFORE they scan and upload them to their pages, so often you 
will get first pick on cels before anyone else gets to see them
D) It's a lot easier to buy from Japanese dealers, who often show 
up at conventions (especially Anime Expo)
E) Some sellers can only sell in person and don't have webpages
or won't do mailorder for some reason
F) You meet a whole lot of people in one place who you can 
buy or trade cels from in person.

Phew! Well, at least now I know I'm doing the right thing in 
saving up for AX 2000...
