I've ordered from Vega many times, and have only once (a long
time ago) not gotten a response back.  From the pattern of
responses, I think what they do is to write back as soon as
possible to everyone who got cels, then over the next few
days catch up on emailing all the people who were less
fortunate.  It makes sense to get confirmations from people
(since they seem to allow cancellations) before turning down
others.

My guess would be that sometimes they just get too busy and
don't get all the emails out before it becomes obvious that
the cel was sold, in which case they don't bother.  However,
it _is_ also possible that they have flaky email.  There is
a particular U.S. dealer that I always have trouble emailing
from my work account (some messages vanish with no trace).
From a different account, I have no problem.  You could
try asking Vega politely (preferably in Japanese, I imagine)
if they actually received your order.
