As a general rule for USA buyers; always tell the seller 
_Exactly_ what day you are going to mail out your payment.
Always use Global Priority or DHL Global Priority at the 
post office.  For regular Global, if it doesn't arrive 
within 5 days, you know something is wrong. You can file 
a missing package report at the P.O. and apply for a 
refund on your IPMO after 30 days.  For DHL Global, you 
have a tracking number and the post office will accecpt 
responsibility if it goes missing after a couple of days,
but it's a new service, so am not sure if they will refund 
postage or not and when you can file for a refund on the IPMO. 
Both methods cost a bit more and I use one or the other 
all the time with nary a problem.
As far as the seller selling off the cels that you'd had
on hold, I think this is because they have been burnt one
too many times by defaulting buyers and there is nothing
you can do about it short of offering a considerable bribe
to be Fedexed to them within the hour.
