Hey Lady Z, if I recall correctly (back from before you took
your gallery down), you have a cel from that ubiquitous 
'Anthy pulling sword out of Utena' sequence.  Every cel I've 
seen from that sequence so far has had the same sort of 
'correction layer' as the one you are asking about now.  Is 
your cel from that sequence not the same?  It would be 
interesting to know for future evaluation of cels from the 
Anthy/Utena sequence.

This sequence, the Anthy/Utena one, Aethel's Utena holding 
down Mikage... there seem to be a lot of extra layer cels
for Shoujo Kakumei Utena cels.  Anyone know of any others?

PS Remember, that Jury cel takes place in the dark in 
episode 12, you can see they never use day-tone Jury ^_^;.
