As far as I understand it, all the cels currently on the site are still first-come-first-served. Higher ranking people get a better yen/dollar rate, according to the table at the top of the cels listing page. I don't think they're currently doing a lottery of any sort, but have just established the lottery guidelines for future reference. My order seemed to work the same way as usual, anyway. --Atiya |
