I've heard many different views, it seems to be more of a
personal preference thing.  I would probably never get one
of my cels signed because I wouldn't want to mar the image
(though, perhaps I would get a small-imaged cel to be signed,
either by bringing it or buying it that day (can't be too
expensive).  The extra acetate layer is a good idea, though
another thing about having an autograph on top of the image
is that sometimes it makes the image and the autograph
harder to see, in my humble opinion. 

As for the value of the cel, I think all in all, it tends to
increase it.  I convinced myself to go ahead and buy a cel
I thought was more expensive than the image dictated (probably
still is) because it happened to have the signature of someone
I really liked on it (and someone I didn't like at the time, 
but have learned to like after reading more of her work).  
However, had it been someone I didn't know, I might not have 
been as inclined (but I guess as long as someone explains who 
did the signature and what s/he had to do with the show, it 
would all work out).  I don't think I've ever seen a signed
cel I would only pay _less_ for because it was signed.
