Based from my experience, it's not a good idea to sign it
on cel.  A few years ago, I let one of my cels to have an
autograph signed on it.  Then I placed it back to the 
plastic bag.  Last year when I tried to change a new plastic
bag for the cel, I found out the ink didn't stay on the
actete well, and the ink kinda sticked with the bag instead.
So now the ink became like a glue between the plastic bag
and the cel surface, they're sticked together.  Then I
tried to pull them apart, and failed.  The dry ink are
partially sticked to the plastic bag, while part of it 
stayed on the acetete.  In the end, I cleaned out the dry
ink on the acetete, so it's back to a normal cel with 
signature on it.
From what I learned, the ink pen that the guest used for
signing really made a difference.  Certain ink pens stay
good on the acetete while some not.  If the wrong ink pen
is used, it may get smearing on the actete to make the
situation worst.
Bottom line is it's a better idea to get the sign-board 
or a good quality piece of paper, and lets the guest to
sign on it.  Cel is not a good material for signing.  Or you
can let the guest to sign on the pencil sketch instead.
