I scan my cels at 72 dpi and then save them as compressed 
jpg files at 640x480 (that gives me files around 36k).
I have a 56k connection and I generally won't wait for files
larger than 50k to download.
I highly recommend using thumbnail images in your layout
(I use jpgs that are 100x75 and are usually under 10k)
