I'm still suggesting placing all your blank sheets and
non-matching pencils in a seperate folder, at least it will
make your cel book thinner.  With the blank sheets it really
doesn't matter remembering which one goes with what.  If you
really want to remember if your 'floating handcuff' pencil
goes with your Ryoko-in-blue cel (just a random example, had
to use those floating handcuffs though, I can't imagine why
there would be a drawing of just them, no hands), you can 
always keep the information in a spreadsheet or something.
That way you can put all your pencils into a folder but still
know what they go with in a pinch.
