I haven't had that problem (though I am often fighting the
air bubble battle).  Perhaps it's a balance problem?  I try
to keep the weight/bulk of my cels balance on each side of
the cel book before I hang them up in the closet.  Even my
seemingly thicker cel books hang so all the cels are flat.
Also, I remove the pencil sketches and give them their own
cel book (you can put multiple pencil sketches in a sleeve
without worrying about sticking, bending etc.)  This cuts
down on the general bulk in a cel book.  I haven't had any
problem with them leaning, they sit pretty inert on their
hangers.  Of course, having more cel books could help so 
you wouldn't have to stuff them (good for organization too...
I need to get more ^_^)  Anyone got any better ideas?  I'd
love to hear them.
