Hello,
i see your messages all the time, and i havent responded yet but heres some ideas. 
Instead of relying on other people to feel bad and give you a cel or something why dont you take matters into your own hands; email every cel dealer you can find asking if they can privately sell a cheap hotaru/saturn, call anime stores near you, post to cel newsgroups, email collectors with possibly trades, check ebay, or heres an idea: get a job or sell something you own and get a nice cel. I have seen a lot of Hotaru cels and yea i whine like a baby when i want something bad too but sometimes you have to take matters into your own hands. You have to work hard and track down the cel you want and then work at getting it like the rest of us.. when you hear there is going to be a big upload check the site repeatedly. Maybe a cheap hotaru will be for sale and you could get it. Also, something ive learned from some really good cel collecting friends of mine is get the wishlists of other cel collectors who have hotaru cels and then maybe youll find something they want and you can work out a trade.
the chances are, youll get a hotaru cel eventually, just give it time..
