I checked in the Lodoss Genga book and it wasn't there.
Sorry to say, but it wasn't one that was done by Yuuki.
As for if it's a genga or not from the scan I would 
probably have to say no.  While genga's have the timing
numbers in various locations, just because the number isn't
in the upper right corner doesn't mean it's a genga.
I've got a fair number of dougas where they are on the bottom,
for whatever reason.  Aside from gengas being a different
piece of artwork and looking different, the timing numbers
will usually be in the image somewhere, usually circled
next to the characters head or body, etc.

The image below is a Pirotess genga.  If you were to look
at it in person it is easy to tell it's a genga, much of
the details are lost by my scanner (and many gengas seen
on the web).  It is possible that yours *might* be a genga,
sometimes it is hard to tell with a scan.  The line work
on gengas can be rough sometimes, or cleaner (like the
pirotess one).  Rough ones are easy to spot, even with a
bad scan.  Some of the cleaner ones though can be tough
just looking at the image alone.  Since dougas are the 
drawings that get used to make trace lines the only pencil
marks that will be seen in the field will the ones meant
to go on the cel, which is why dougas have the timing numbers
on the edges so they aren't xeroxed.  Gengas don't have
that problem and the key animator will put the number 
anywhere on the cel (btw, all the colors and writting you 
see on the dougas is done by a special pencils that are 
made specifically so they don't reproduce on the cels when
xeroxed).
