Hello,
It's a douga. As the sequence number is circled, it's a
key one. (so done by a key animator but not the character
designer : they don't do douga).

The position of the sequence number doesn't mean anything.
Actualy, most genga won't have sequence number at all :
they are usualy done to show a scene should be draw
and not a specific cel from the scene.

Checking in books isn't of much help either : Not
all genga will be show in an art-book. And among
those that are shown, you can't tell who made it.
It could be Nobuteru but it could as well be someone
else. Except asking the character designer if he
remember having draw a genga himself, there isn't
anyway that I know to be sure of who did it...
