I'd also agree that the description was very misleading, but
I don't think Anime-Cel was trying to pull a fast one.  I'd give
give them the benefit of the doubt and assume that they thought
the background was likely the real deal without really knowing.

At any rate, I think the best way to handle these kinds of things
is to go to the dealer first and express your concern privately.  Then
if they don't deal with it forthrightly, consider warning others.

If you're buying in Japan, I don't think you'd ever be able to
get a guarantee.  The best you can do is to deal with reputable
dealers (hopefully dealers who'll take back bad merchandise)
and be very diligent yourself.
