Here's what I know:  The cel appears in Part II.
It does not appear in Part I.  Therefore, I don't
consider it a Part I cel.

No, I posted the link purely as an example to 
illustrate my point.

Maybe.  Her facial features in the cel resemble
the Eve of Part II more than the Part I 
incarnation to me.  It is misleading because
her hair and outfit are from Part I.  Compare
the smaller cel you have of her in the pink
dress to the close-up.  You really don't see
any difference in the character design?

I was speaking of the original Japanese version,
not the English dubbed version.  The first shot
of the OVA should be Lightning at the Thundercats
pinball game.  The English version had a special
omake before the video that recycled some
footage from Part I, but mostly it used the
footage Harmony Gold had commissioned for
Robotech the Movie.  That footage really had
nothing to do with MZ23.  Besides this special
"present for you," Part II didn't recycle
anything from Part I.  It was drawn in a 
different style, as I'm sure you know.
