How about desparate cel collectors? 
With the decline of good reasonably priced cels 
around, I have noticed lots of really cheap bad 
cels with "on hold" signs on them at practicly all 
the cel dealers stores that I frequent.  It's 
really pathetic in my opinion that people are so 
desparate to make a purchase, that they are just 
buying anything, just to spend/waste money on a 
cel.
