Uh? Quality of a screen capture, even with the
best video board and from a DVD using SVHS
or even digital connection is _far_ worse than
a scan from a cel.

For one things, the resolution is pretty low.
For another things, you have a lot of 
pattern/artefact generated by the format/encoding,
transfer to the support and then capture.

Film books are definitively not done by doing 
video capture from a tape.
