Okay, I guess we're talking about two things here:
The overall Public Service site containing info 
on known auction frauds, and a subsection with 
guide(s) on properly bidding/selling on auction..

The option I'd be in favor of is hosting such a 
thing on Animanga's free host... No ads, and 
connected to the Forum. If such a site would be 
built, the primary push would have to be volunteer
based with a minimal double-tier informant system
(public inquiry on seller, private investigation).
In the long run such a site will have to be DB 
based, too, something which I don't know anything 
about but will learn eventually anyway..

I'll let you and everyone else chew on this ^_^'
Time to study ....
