I think that goes for people offering to BUY 
cels as well...

once someone says "OK! I'll buy that!" seems 
like that should be the end of the transaction. 
the price is now set, and the buyer should pay, 
even if they change their mind. the decision 
should be made before they decide to say 
"yes I will buy it for that price"
goes for sellers too.. :P
