This was autographed at Anime Expo 2000 by Fukami 
Rica, the voice actress for Aino Minako/Sailor 
Venus.

I guess not too many cels autographed by seiyuu 
are around because they don't come to America as 
often as the directors, character designers, or 
manga artists. Then again, some people don't feel 
the signature of a seiyuu is as worthy as the 
character designer unless the seiyuu is very 
famous, e.g., Megumi Hayashibara.
