I know that Bubblegum Crisis 2040 utilizes a 
combination of:
- Handpainted backgrounds
- "Printed" Backgrounds (on thick bg stock)
- Laser copies taped to bg stock

I have examples of all of these, and they all 
have the AIC stamp on them.

I'm fairly certain that the laser bg's were not 
added on just so the studio could sell the cels 
for more. In the case of BGC 2040, bg cels do not 
go for a (noticable) premium.
