With "Machine painted" they just mean "painted on 
a computer".. no actual cel is made when such a 
process is used. Then again, they could be 
referring to a machine made copy of a cel which 
in general isn't worth all that much (Unless it's 
a Disney seri-cel orso.. but even then..)
